Siemens S7 200 Retentive Counter

Having trouble with a Siemens S7 226 counter being retentive. I have specified in the System block C ranges offset 0, 6 elements. However, at power cycle, the counter is reset to 0. The Counter is C5 and is in a subroutine. Not sure what I'm doing incorrect. Any suggestions as to make the counter retentive?
