this is for siemens USA and siemens manager information needed. I dont have this.

The site reverts to the US, but the same is offered elsewhere. I'm in the UK and have had the same offered to me. Similarly, Siemens in Spain were even nicer in what they offered.

You can contact Siemens directly as well to see who they can assign as your account manager.

The stuff available from that link is just the Simatic Manager to 1500 migration tool. It's integrated into Portal, or you can install it standalone if your Simatic Manager and Portal are on different computers for some reason.
